Chinmayanand a proclaimed offender now

A special MP/MLA court in Uttar Pradesh's Shahjahanpur has started proceedings under Section 82 (proclamation against a person absconding) of CrPC against ex-Union minister Chinmayanand after he failed to surrender before the trial court in a 2011 rape case.
